HEADS' organizational structure provides clear lines of governance, management, programme oversight and operational support.

Structure of HEADS

In accordance with its Articles of Association (AoA), HEADS maintains a governance and management structure designed to promote strategic leadership, accountability, transparency, participation and effective decision-making. The structure clearly defines the roles and responsibilities of the Board of Directors, Internal Audit Committee, Chief Executive Officer and functional management units, supporting sound oversight, regulatory compliance, effective programme implementation and organizational performance.

Board of Directors

The Board of Directors is the supreme governing authority of HEADS, providing strategic leadership, policy direction, fiduciary oversight and institutional accountability. The Board approves organizational policies, annual plans and budgets, oversees legal and regulatory compliance and financial management, appoints and supervises the Chief Executive, monitors organizational performance and safeguards the organization's assets and reputation.

Internal Audit Committee

The Board constitutes an Internal Audit Committee to oversee internal controls, financial management, compliance, risk management and the implementation of audit recommendations. The Committee strengthens transparency, accountability and sound organizational governance.

Chief Executive Officer (CEO)

The Chief Executive Officer is appointed by the Board of Directors under Article 42 of the Articles of Association and serves as the principal executive officer of HEADS. The CEO provides overall leadership, management and administration of the organization and ensures implementation of the Board's strategic decisions, policies and organizational priorities. The CEO is supported by a multidisciplinary management team responsible for programme implementation, operations, finance, human resources, compliance, partnerships and organizational performance.

Programme Development & Management Unit

Leads programme design, concept development, proposal writing, programme planning, resource allocation and technical support to programme and project teams. The unit also supports quality standards, cross-sectoral integration, donor reporting and development of key organizational documents.

Project Management Unit

Ensures effective and timely implementation of projects in line with approved work plans and budgets. The unit provides supervision and strategic guidance to Field Project Managers, coordinates with authorities, communities and partners, monitors progress and ensures compliance with organizational and donor requirements.

MEAL Unit

The Monitoring, Evaluation, Accountability and Learning (MEAL) Unit designs and implements MEAL frameworks, tools and systems across programmes. It supports monitoring, data collection and analysis, evaluations, learning initiatives, feedback and complaints mechanisms, and evidence-based decision-making.

Programme Support Unit (PSU)

The Programme Support Unit provides day-to-day operational support for HEADS projects and operations. It comprises Finance, Administration, Human Resources, Logistics and Procurement functions and also provides technical and administrative input to programme planning and development. The Head of PSU also serves as the Chief Operating Officer (COO).

Finance & Accounts Unit

Ensures sound financial management, budgeting and reporting in compliance with donor and statutory requirements. The unit maintains financial records and internal controls, monitors expenditure, supports audits and promotes financial transparency and effective cash-flow management.

Human Resources (HR) Unit

Manages recruitment, onboarding, performance appraisal and staff development processes. The unit supports implementation of HR policies, safeguarding standards, capacity building and staff wellbeing while maintaining personnel records and promoting an inclusive and performance-oriented organizational culture.

Administration & Logistics Unit

Ensures efficient administrative and logistical support to programmes and field operations. The unit manages office administration, fleet, assets and facilities, coordinates transportation and inventory management, and supports compliance with organizational procedures and safety requirements.

Procurement & Supply Unit

Manages transparent and competitive procurement processes in line with donor and organizational policies. The unit prepares procurement plans, maintains procurement records and supplier databases, ensures value for money and quality assurance, and coordinates with programme and finance teams to support effective project implementation.
