The Winterization Intervention in Upper Chitral, Khyber Pakhtunkhwa was implemented by the Health Education and Development Society (HEADS) in partnership with Action Against Hunger (ACF) to reduce winter-related vulnerabilities and protect the health, dignity, and coping capacity of highly vulnerable households living in remote, high-altitude and snow-bound communities.
The intervention responded to severe winter conditions, including extreme cold, heavy snowfall, limited road access, and prolonged isolation of communities. It focused on providing essential winter support to households with limited resources and those facing heightened vulnerability during the winter season.
Key Interventions
Winterization Assistance
- Distribution of winterization kits containing essential items including blankets, warm clothing, and floor mats.
- Priority support for female-headed households, elderly persons, persons with disabilities, widows, orphans, and families with children under five.
Winter Preparedness and Awareness - Conducted awareness sessions on cold-weather safety, health protection, safe heating practices, and winter coping strategies.
- Promoted household preparedness and measures to reduce exposure to cold-related health risks.
Inclusive and Accessible Assistance
- Established decentralized distribution points to bring assistance closer to communities and reduce travel-related risks.
- Arranged home deliveries for individuals with severe mobility limitations.
- Provided priority and accessible arrangements for elderly persons and persons with disabilities.
Community Engagement and Accountability
The project emphasized meaningful community participation throughout implementation. Village Committees, Community Resource Persons, Local Support Organizations, community volunteers, and local authorities supported beneficiary identification, community mobilization, awareness activities, and feedback collection.
A Feedback and Complaint Response Mechanism (FCRM) was established to provide communities with accessible channels for raising concerns and providing feedback. Community meetings, household visits, information materials, and field-level engagement helped promote transparency and accountability throughout the intervention.
Project Impact
The intervention helped vulnerable households improve their preparedness for extreme winter conditions and contributed to safer, healthier, and more dignified living conditions. Beneficiaries reported improved thermal comfort and reduced exposure to cold-related health risks, particularly among children, elderly persons, and persons with disabilities.
The project also strengthened household and community resilience through winter preparedness awareness, inclusive targeting, community participation, and coordination with local authorities and community structures.
